ICE Transfer Releases for Surry
The Surry County Detention Center is the local custodian for a county jail episode. ICE Enforcement and Removal Operations is a separate federal authority. Other receiving agencies can include NCDAC, another county jail, USMS, or another documented custodian. The end of the Surry entry answers only when county custody changed. It does not establish release from the receiving system.
The reviewed sources did not establish an ICE detention facility in Surry County or an ICE detention contract with the county. An individual detainer or pickup does not prove either fact. An ICE detainer, an ICE arrest, and an ICE facility agreement are distinct records. The correct wording for a supported handoff is “released from Surry County custody and transferred to ICE custody,” followed by confirmation in the ICE record.
- Receiving custody
- The agency or facility that assumes control when another custodian's episode ends.
- Detainer
- A request from ICE for notice before release and limited continued custody so ICE can assume control.
- A-Number
- The immigration identifier used with country of birth in ICE's preferred locator search.
- Movement entry
- The Surry jail record showing the date, time, code, and public destination of a custody change.
Search ICE Recent Release Records
The ICE Online Detainee Locator System, or ODLS, offers an identifier search and a biographical search. Use it only when facts support ICE custody. A North Carolina offender number, Surry booking number, and BOP Register Number do not belong in the A-Number field.
- Use the A-Number search when an official record supplies that identifier, and add leading zeroes if needed to make nine digits.
- Enter the person's country of birth with the A-Number, using the source record rather than a guess.
- If no A-Number is known, use exact first name, exact last name, and country of birth in the biographical search.
- Add date-of-birth fields when reliable, and preserve hyphens or recorded spelling because exact-name matching matters.
- Read the result for an ICE detention location or a recently released response within the locator's stated scope.
- Save the exact query basis, result language, and access date, then compare it with the Surry movement destination.
ODLS does not return records for people under 18. It also does not show every person because processing delay, security, discretion, scope, and other exclusions can apply. A no-result screen is not proof that ICE custody never occurred or that a person was released.
Note: Search the A-Number only in ICE systems and keep it separate from every county, state, and federal prison identifier.
ICE Recent Release Scope Limits
ICE states that ODLS includes people currently in ICE custody and people released from ICE custody within the prior 60 days. That limit makes it a recent-status channel, not a permanent historical archive. A release outside that period can disappear from the search even when source records remain available through other federal routes.
The official ICE detention and attorney information resource supplies the current-custody and recent-release scope.
The scope notice explains why a historical Surry-to-ICE handoff may require records requests even when the locator now returns no match.
| ODLS outcome | Safe interpretation | Next check |
|---|---|---|
| Current detention location | ICE reports current custody and a location | Confirm with ICE and compare the Surry movement date |
| Recently released result | ICE reports a release within the locator's recent scope | Obtain the ICE release record and check later custody if facts support it |
| No result | Identity, delay, exclusion, age, scope, or no ICE custody may explain it | Retry exact fields, call ICE, and use the Surry destination entry |
Surry ICE Detainer Release Meaning
An ICE detainer is a request to a confinement facility. ICE asks for notice before the person would otherwise be released and asks the facility to maintain custody for up to 48 hours beyond that time so ICE can assume custody. It is not itself an ICE arrest, contract, conviction, or proof that pickup occurred. Confirm the actual handoff in both agencies' records.
The official ICE detainer explanation defines the notice and up-to-48-hour request.
The federal explanation gives the detainer's requested custody window; the Surry movement record shows whether and when the county episode actually changed.
Do not add 48 hours to an expected release time and treat the result as an actual pickup. The request can be acted on, declined, superseded, or documented differently based on the individual record and governing law. The source movement entry, not arithmetic, establishes what happened.
Confirm Surry Transfer Release Records
Start with the Surry Sheriff's detention route. Ask for the existing booking and release or movement record for the named episode. Include the full name, booking number if known, booking date range, and the fields needed: actual movement date and time, release or disposition code, and destination or receiving agency if publicly disclosable.
The Sheriff's transportation scheduling channel confirms that transport is an operational part of local custody, but it does not publish a person's destination by itself. Current Confinements is also only a present-status clue. Its absence cannot distinguish ICE pickup, NCDAC transport, movement to another jail, or community release.
- Save the Surry booking number and exact local custody dates.
- Request the final movement entry and receiving-agency field for that booking.
- Use the destination to choose ODLS, BOP, NCDAC, another jail, or the named agency.
- Search the receiving system with its own identifier and verify identity before reading status.
- Align the Surry movement date with the receiving admission or custody event.
- For community release, obtain the receiving agency's later release record rather than inferring it from the county handoff.
Note: Two records are normal for a handoff because Surry documents departure while the receiving agency documents assumption of custody.
ICE Recent Release Phone Fallback
When ODLS does not resolve a status, the ICE Detention Reporting and Information Line is 1-888-351-4024. The researched official page states that trained operators are available Monday through Friday, excluding holidays, from 8:00 a.m. to 8:00 p.m. Eastern, with language assistance. Provide the A-Number if known and ask a narrow custody question.
ICE detention information
Locator: Online Detainee Locator System
Phone: 1-888-351-4024
Hours: Monday through Friday, excluding holidays, 8:00 a.m. to 8:00 p.m. Eastern
A call can help distinguish current detention, a recent release, a search mismatch, or a need for another ICE route. Keep the call date, number used, identifier, and exact answer with the written sources. Phone information does not replace a custodian-produced record when the date, destination, or legal effect is disputed.
If the Surry destination field names ICE but ODLS and the phone route do not resolve the later event, use the appropriate federal disclosure process. North Carolina Chapter 132 governs the county's existing Surry record, not the federal ICE file.
Other Transfer Release Custody Checks
ICE is only one possible receiving authority. If the Surry movement record names NCDAC, search the state offender record for admission, status, location, and later Actual Release Date. If it names another county jail, contact that jail. If it names USMS, use the federal court docket, actual holding facility, and the Middle District channel. A BOP search becomes relevant after federal sentencing and designation, not merely because USMS transported the person.
| Receiving system | Identifier | Release confirmation |
|---|---|---|
| ICE | A-Number or exact biographical fields | ODLS, phone route, and ICE record |
| NCDAC | North Carolina offender number | OPI Actual Release Date and state record |
| Another county jail | That jail's booking identifier | Receiving jail movement or release record |
| USMS or BOP | Federal case and BOP Register Number when assigned | Federal docket, holding facility, BOP locator or record |
The identifiers should be cross-referenced only when an official record links them to the same person. Similar names and consecutive custody episodes can otherwise produce a false chronology. The Surry County released-inmate search path helps classify the correct system before a transfer is described.
Request Surry Transfer Release Records
For the county side, Chapter 132 supports a request for an existing Surry booking and movement record, subject to statutory limits. Ask for electronic delivery and a cost estimate before chargeable work. No fixed Surry fee or guaranteed turnaround was established in the reviewed sources. If content is denied or redacted, ask for the statutory basis and any separable public portion.
For the receiving side, request the record from that custodian. County law does not govern ICE, BOP, or USMS disclosure. State prison records belong with NCDAC, another jail's record belongs with that county, and federal records follow the responsible federal route. The Surry court portal can explain a local state case, but it does not replace an immigration or federal custody record.
A complete transfer history states each event in order: the Surry custody endpoint, receiving agency, receiving status, and any later release from that second agency. This keeps a county release code from being misread as the end of all custody.
Note: Keep the county movement record and receiving-agency release record together because each proves a different custody endpoint.
